Date and Time: From 11:30 a.m. to 12:30 p.m. on Thursday, Nov. 7.

Location: 410 Kuhlin Center

Learn more about the SMC Colloquium Schedule.

Description: Please join us for a public lecture titled “Resisting Hydrocolonialism in Detroit: Mass Water Shutoffs and Grassroots Organizing” by BGSU Alum and Associate Professor of Communication at Wayne State University, Dr. Rahul Mitra. This event is free and open to the public.

Presentation’s Description: Between May 2014 and March 2020, an estimated 140,000-160,000 low- and fixed-income households (mainly Black) were disconnected from running water supply in Detroit MI, owing to their inability to pay a backlog of water bills. This tactic was a culmination of a decades-long institutional policy of "hydro-colonialism," I argue, which is a form of neo-colonialization of water resources and infrastructure, as well as the progressive othering and erasure of marginalized residents. In response, residents and grassroots organizers resisted these institutional practices using various tactics, including social media mobilization, community welfare, citizen science, coalition-building and direct political action. Drawing from a 2-year long participatory ethnography and in-depth oral histories, I examine these promises and limitations of strategies via the lens of perfumative resistance and the culture-centered approach. These stories and strategies are crucial for marginalized populations, policymakers, activists and academics everywhere, as public sector infrastructure for vital resources like energy and water get increasingly privatized and/or institutionalize corporate logics, even as climate change exacerbates precarious living conditions for vast swathes of humanity.
